Om de zes jaar worden in België gemeenteraadsverkiezingen georganiseerd. De intrigerende vraag hoe daarbij de bestuurscoalities gevormd worden is tot nog toe nauwelijks onderzocht. Over mensen en macht opent deze 'black box' en vertelt in detail hoe gemeentelijke coalities tot stand komen. Uitgebreide interviews met alle betrokkenen in tien Vlaamse en tien Waalse gemeenten schetsen een beeld van de manier waarop lokale politiek in België functioneert. Waarom besluiten partijen om met elkaar in zee te gaan? Waarover maken ze afspraken? Wat kan een eventueel akkoord in de weg staan? Coalitievorming in de gemeenten draait om mensen die proberen hun partij aan de macht te brengen of te houden. Ideologische tegenstellingen spelen daarbij een erg beperkte rol. Het komt erop aan sneller te zijn dan de anderen en tijdig de juiste keuzes te maken. In vele gemeenten wordt er dan ook al lang voor de verkiezingen een voorakkoord gesloten, waarbij afspraken gemaakt worden over de verdeling van de mandaten. Vaak gaan ook partijen met een verschillende achtergrond met één enkele lijst naar de kiezer. Ideologische overwegingen spelen een beperkte rol, maar persoonlijke verhoudingen zijn des te belangrijker. Vertrouwen is het cement van lokale coalities. Allianties worden gemaakt op basis van persoonlijke sympathieën of antipathieën. Nationale partijen proberen van bovenaf wat patronen te leggen in de gemeentelijke coalities, maar telkens blijkt toch dat de lokale context, de lokale mensen en hun onderlinge verhoudingen de doorslag geven bij de keuze voor een coalitie. Over mensen en macht biedt ons een fascinerende inkijk achter de coulissen van de lokale macht en is het uitgelezen instrument om de coalitievorming in de voorbije en komende gemeenteraadsverkiezingen te analyseren en interpreteren. Fanny Wille is verbonden aan de Vakgroep Politieke Wetenschappen van de Vrije Universiteit Brussel. Zij publiceerde artikelen over gemeentepolitiek in België en doctoreerde in 2011 op het thema van lokale coalitievorming. Kris Deschouwer is als onderzoeksprofessor verbonden aan de Vakgroep Politieke Wetenschappen van de Vrije Universiteit Brussel.

I really really wanted to enjoy this book and was looking forward to reading it. However there were just one too many convoluted plot points, sentences just did not flow nicely at times, and I was left with a lot of confusion on my end. I think it has the bones of being a great story but seems like it was rushed and I had to push myself to finish the last of the book and was left with an unsatisfying ending.
